Not every stop is the same — MunchReach separates active safety conditions from temporary capacity and manual pauses.
The mailbox is restricted because a safety condition is currently active. Resuming cannot bypass it while it is still active.
The mailbox temporarily cannot send because its available sending capacity for the current window has been reached.
You intentionally paused the mailbox. It stays out of sending until you resume it.
Temporary Problems Don't Have to Become Permanent
Active safety violations stay blocked, while temporary conditions can clear once the underlying condition is resolved.

While a safety condition is genuinely active, the mailbox stays restricted and Resume will not force it back into sending.
Resumable again
When the condition no longer applies — capacity frees up in the window, or the underlying issue is resolved — the mailbox becomes resumable instead of staying stuck.

Passing the connection test and being ready to send are different from simply adding an email account.
